Strengthening Collaboration through the District Intergovernmental Relations Forums
Today, the Political Intergovernmental Relations (IGR) Forum convened at the Tsantsabane Local Municipality, chaired by the Executive Mayor of the ZF Mgcawu District Municipality, Councillor Maryna Basson. She was joined by the Speaker of Council, Councillor Stanley Peterson, and the Mayor of Tsantsabane, Councillor Helena English.
The session focused on progress made following the South African Human Rights Commissionβs inquiry into service delivery and governance challenges within municipalities. The Commission had raised serious concerns regarding systemic service delivery failures and the resulting violations of basic human rights. The Commission had requested that municipalities submit specific documentation as part of the inquiry process, and cautioned that failure to do so would constitute non-compliance with legal implications.
Municipalities were reminded that they have a legal and ethical obligation to ensure compliance with legislative requirements and to submit all required documentation by Friday, 31 October 2025.
The District Municipality emphasised that while each municipality operates autonomously, local government remains one sphere working towards one goal of improving the lives of our people. As public servants, we are bound by a shared duty to serve our communities with integrity, accountability and urgency.
The forum concluded with a renewed commitment to strengthening intergovernmental coordination, improving service delivery outcomes, and ensuring that the people of the ZF Mgcawu District receive the quality of service they rightfully deserve.
Three main traffic routes provide access to other cities, namely Johannesburg via Kuruman, and the Kalahari and Cape Town via Kimberley. The rest of the Tsantsabane Municipality area comprises Boichoko, Postdene, New Town, Stasie, Groen Water, Skyfontein, Jean Heaven, Marenane (the newly established settlement brought about by the land redistribution), and the well-known Lohatlha Army Battle School.
Economically, Tsantsabane is known for being rich in minerals, and for its mining, agriculture, manufacturing and farming sectors. Tsantsabane has reinvented itself over the years as one of the leading investment hot spots in the Northern Cape. The construction of the Anglo American Kumba Iron Oreβs Kolomela Mine has brought an implosion of development to the area.

The process often starts with a planning stage in which plans are prepared by an architect and approved by the client and any regulatory authority. Then the site is cleared, foundations are laid and trenches for connection to services.

Today, the Environmental Health Services Unit of the ZF Mgcawu District Municipality, in partnership with Anglo American Kolomela Mine, the Department of Health Environmental Health Practitioners, the Tsantsabane Local Municipality, and various other stakeholders, hosted a Food Safety Awareness Showcase for SMMEs in the food business sector.
The initiative provided small food business owners with the opportunity to demonstrate their practical cooking and hygiene skills by preparing meals on-site, turning theory into action.
Small food enterprises are the heartbeat of local communities, sustaining livelihoods and contributing meaningfully to local economies. However, many vendors often find it difficult to translate food safety training into daily practice due to challenges such as limited resources, low confidence, and the perceived complexity of compliance requirements.
Through this project, the District Municipality in partnership with Anglo American Kolomela Mine, Department of Health and the Tsantsabane Local Municipality aims to bridge the gap between knowledge and practice by offering a supportive, hands-on platform where learning becomes doing.
The showcase encourages participants to realise that food safety compliance is not out of reach, and that with guidance and mentorship, they can meet and sustain the required health standards under the Foodstuffs, Cosmetics and Disinfectants (FCD) Act and Regulation R638.
This showcase was more than an event itβs a step toward safer food, empowered entrepreneurs, and healthier communities.

The Technical Department of Tsantsabane Local Municipality is currently addressing the sewer spillage issue in Matsobane Street, Hopeville. Despite efforts to resolve the problem, the Municipality is facing challenges due to vandalism of infrastructure, dumping of foreign objects into the sewer lines, and illegal connections.
As the community of Tsantsabane we need to work together with the Municipality to deal with this issues.
– Vandalism of Municipal infrastructure
– Dumping of unwanted items into sewer lines
– Illegal connections to the sewer line
– Unapproved extensions and new constructions without Municipal permission
These actions are exacerbating the sewer problem, causing spillages and disruptions to the community. The Municipality appeals to the community to refrain from these practices and work together to maintain the sewer system.
The Municipality urges community members to:
– Report any instances of Vandalism, stealing of Municipal assets.
– Refrain from dumping foreign objects into sewer lines
– Submit building plans and obtain permission for extensions and new constructions
Let’s work together to resolve the sewer issues in our communities and maintain a clean and healthy environment.

Dit is vir my βn groot eer en βn voorreg om vandag, as die burgemeester van Tsantsabane Municipal hier voor julle te staan. Vandag is nie net nog βn skoolgeleentheid nie β dit is βn oomblik van nadenke, aanmoediging en inspirasie. Dit is βn tyd om te onthou dat die reis wat julle baie jare gelede begin het β toe julle nog klein was met groot skooltasse en skewe handskrif β nou sy belangrikste hoofstuk bereik.

1. Erkenning van die Reis
Leerders, haal asem en kyk terug. Dink aan hoe ver julle gekom het. Die vroeΓ« oggende, die laat studie-aande, die uitdagings om skoolwerk en huisverantwoordelikhede te balanseer β dit alles het julle hierheen gebring.
Sommige van julle moes moeilike tye deurstaan β siekte, verlies, armoede of twyfel β maar julle het aangehou. Julle het nie moed opgegee nie, selfs toe dinge swaar was. DΓt alleen maak julle reeds kampioene.
Matriek is nie net βn jaar nie; dit is βn toets van karakter. Dit gaan oor dissipline, moed en volharding. Dit gaan daaroor om aan jouself te bewys dat geen berg te hoog is as jou wil sterk genoeg is nie.
Dus, voordat julle selfs die eerste vraestel skryf, wil ek dit duidelik sΓͺ:
Julle het reeds baie bereik β julle het dit tot hier gemaak.

2. Waardering vir die Ondersteuningsnetwerk
Agter elke suksesvolle leerder staan βn dorp vol helpers β onderwysers wat in julle glo, ouers wat vir julle bid, vriende wat julle aanmoedig, en βn gemeenskap wat agter julle staan.
Laat ons βn oomblik neem om die opvoeders van Blinklip HoΓ«rskool te bedank. Hulle het naweke, slaap en soms selfs hul eie gemak opgeoffer om te verseker dat julle elke konsep verstaan. Hulle is nie net onderwysers nie β hulle is bouers van toekomsdrome.
Aan die ouers en voogde β dankie vir julle geduld, liefde en geloof in hierdie jong mense. Julle is die wind onder hul vlerke.
En aan julle, leerders β onthou: julle is nie alleen nie. Die hele gemeenskap staan agter julle, trots en vol hoop, soos julle voorberei om hierdie laaste stap te neem.

3. Die Krag van Onderwys
Onderwys is nie net βn pad na βn sertifikaat nie β dit is βn pad na vryheid.
Dit gee jou die vermoΓ« om jou eie pad te kies, om bo jou omstandighede uit te styg, en om βn lewe van waardigheid en geleenthede te bou. Soos Nelson Mandela gesΓͺ het: βOnderwys is die kragtigste wapen waarmee ons die wΓͺreld kan verander.β
Wanneer jy matriek slaag, verdien jy nie net βn stuk papier nie β jy verdien βn stem, βn kans, βn toekoms.
Jou opvoeding is jou paspoort tot moontlikheid β of jy nou universiteit toe gaan, βn tegniese kollege, βn ambag leer of jou eie besigheid begin. Die kennis en dissipline wat jy hier by Blinklip HoΓ«rskool opgedoen het, sal vir altyd by jou bly.

4. Voorbereiding vir die Finale Eksamen
Nou, soos julle na die eksamens toe beweeg, is dit normaal om angstig of senuweeagtig te voel. Elke groot reis eindig met βn toets. Maar onthou β vrees is tydelik, berou is vir altyd.
BereΓ― met selfvertroue. Glo in jou vermoΓ«. Julle het twaalf jaar lank voorberei vir hierdie oomblik. Julle het al baie toetse geskryf, projekte voltooi en baie ure gestudeer. Julle weet hoe om dit te doen.
Sukses kom nie na diΓ© wat wag nie β dit kom na diΓ© wat voorberei. Staan vroeg op, studeer slim, rus goed, eet gesond, en hou weg van afleidings β veral sosiale media en negatiewe invloede.
Laat jou drome jou dryfkrag wees. Elke keer as jy moeg voel, onthou waarom jy begin het. Jy leer nie net om te slaag nie β jy leer om jou toekoms oop te maak.

5. Om Twyfel te Oorkom
Sommige van julle dink dalk: βWat as ek nie slaag nie? Wat as ek nie goed genoeg is nie?β
Ek wil vandag vir julle sΓͺ: mislukking is nie om te val nie β dis om te weier om op te staan. Selfs as jy struikel, is dit nie die einde nie. Groot mense het dikwels misluk voordat hulle geslaag het β wetenskaplikes, sakelui, leiers. Wat saak maak, is dat jy weer opstaan.
Vergelyk jouself nie met ander nie. Jou pad is jou eie. Jou storie is uniek. Bly in jou baan en gee jou beste.
Onthou: harde werk wen altyd as talent nie werk nie.

6. Hoop NΓ‘ die Eksamen
Matriek is nie die einde van jou storie nie β dit is die begin van βn nuwe hoofstuk.
Sommige van julle gaan verder studeer, ander gaan βn ambag leer, en party sal besighede begin. Watter pad jy ook al kies, loop dit met trots, nederigheid en doel.
Die wΓͺreld waarin jy nou ingaan, is vol uitdagings β werkloosheid, ongelykheid en verandering β maar dit is ook vol geleenthede. Suid-Afrika het jong mense soos julle nodig β dapper, kreatief en vasberade.
Ons land het dokters, ingenieurs, onderwysers, gemeenskapswerkers en entrepreneurs nodig wat βn verskil wil maak. Julle, die leerders van Blinklip HoΓ«rskool, is nie net die leiers van mΓ΄re nie β julle is die leiers van vandag.

7. βn Roep tot Verantwoordelikheid
Met onderwys kom verantwoordelikheid. Gebruik jou kennis om jou familie, jou dorp en jou land te verbeter.
Moet nooit vergeet waar jy vandaan kom nie. Blinklip is jou wortel β die grond waarin jou karakter gegroei het. Maar jou vlerke is gemaak om te vlieg. Gaan uit, bereik groot dinge, en kom eendag terug om te help bou.
Ons munisipaliteit bly toegewy aan die ondersteuning van onderwys β deur beurse, jeugontwikkelingsprojekte en vennootskappe wat jong mense bemagtig. Maar die belangrikste bestanddeel bly jou eie vasberadenheid.

8. Eenheid en Ondersteuning
Klas van 2025, julle is βn familie. In hierdie laaste weke, ondersteun mekaar. Bemoedig mekaar. Vier mekaar se suksesse.
Moenie mekaar as mededingers sien nie β sien mekaar as inspirasie. Want wanneer een leerder van Blinklip slaag, wen die hele gemeenskap.

Laat ek afsluit met hierdie waarheid:
Julle is bekwaam.

Die finale eksamens is nie βn straf nie β dit is βn geleentheid om te wys hoe ver julle gekom het. Dit is julle hek na die volgende vlak van julle toekoms.
Gaan met moed. Skryf met oortuiging. Loop elke eksamenlokaal binne met trots en geloof.
Onthou altyd: Die hemel is nie die limiet nie β dit is net die uitsig.
Droom groot. Werk hard. Glo in jouself. En weet β julle gemeenskap, julle onderwysers, julle ouers en julle burgemeester is trots op julle.

Tsantsabane Municipality hand over Title Deeds.
The Mayor of Tsantsabane, Cllr Helena English, accompanied by ward councilors, handed over title deeds to beneficiaries from various wards. The ceremony marked a significant milestone in the community’s journey to homeownership.
In her speech, Mayor English emphasized the importance of having a title deed, stressing that it’s a vital document that secures ownership and opens doors to opportunities. She advised the beneficiaries to keep their title deeds safe, ensuring they’re protected for generations to come.
The Mayor highlighted that this is an ongoing program, with councilors and municipal officials committed to engaging with communities across different wards. They’ll be hosting meetings to explain the process of applying for title deeds, making it easier for residents to access this essential service.
The handing over of title deeds forms part of a continuous program by Tsantsabane Local Municipality and Department of Cooperative Governance human settlements and traditional affairs (COGHSTA) to fulfill its commitment to restore independence, ownership and dignity to residents through allocation of title deeds.
The initiative also addresses pre 1994 issues of title deeds, ensuring the long outstanding matters are resolved and that the rightfully beneficiaries receive the security and pride of owning their land and homes.
